Europe experienced widespread relief on Monday, as the tension sparked by the presentation of a new 28-point plan for resolving the conflict appeared – momentarily – to have been defused. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its countermove: another massive barrage of rocket attacks on Kyiv.
The Cycle of Peace Talks and Military Action
The sequence of contrasting events captured the harsh reality of the recent timeframe. By day, political struggles are fought: hopeful statements are issued from multiple capitals. Immense energy is expended on containing certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "resolution".
Nighttime Reality
As military strikes unfolded into the early hours of Tuesday, the current condition of Ukraine's vulnerability was laid bare. Ukraine is able to track projectile deployments from Russian territory, a capacity enabled by up-to-date information. From witness perspectives, defense planes that had been scrambled to intercept incoming aerial threats flew past – modern combat jets delivered to Ukraine by Western partners.
Soon thereafter, Kyiv's missile defense activated: defensive missiles targeted at a incoming threat. This was a sophisticated defense system at work, presumably supplied through Western nations. Every deployment creates sudden vibrations, shaking the windows. The instant of fear quickly becomes grim resignation: possibly the hostile projectile won't cause damage this time, protecting urban areas from devastation and another blackout.
Continuous Dangers
Not long after, a large-caliber weapon fired at a unmanned aircraft in the vicinity, part of a defensive team – almost certainly allied-provided weaponry. Unfortunately, the projectiles didn't strike the hostile drone – it pressed on overhead toward its target.
Periodically, this carried on until dawn. Kyiv awoke to the early updates: multiple fatalities, destruction and utility failures in numerous residences as a result of the evening attack. As typically, everyone still continued their routines – living the war. But those full day demonstrated Ukraine's vital need on international aid – a reliance that neighboring countries are evidently unprepared to substitute in the short term.
Unsuccessful Negotiations
The detailed framework from Washington sparked intense emotion, discussion and profound anxiety – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and bilateral conferences.
Every new approach from Washington adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They manage the tension but never actually win the battle. This pattern will, certainly, endure.
Tactical Assessments
It is tempting to accuse specific actors of persistently promoting Kremlin's demands. But that does not seem to be the entire situation. US administration works based on a principle familiar among seasoned negotiators: you cannot win at the negotiating table what you have lost on the battlefield. The US administration assumes that it is unrealistic to compel Moscow to surrender the areas that it already controls in Ukraine's south or east.
The challenge is that while accepting these circumstances, Washington does little to discourage Russia, through statements or actions, from assuming that the situation will not evolve additionally in its benefit in the months ahead.
Opposing Positions
Therefore, Moscow is convinced that time is on his side – that Ukraine and its allies are nearing depletion. Their incentive to accept conditions that does not give them the greatest potential benefit is close to zero. There may be many attempts to stop fighting, but they will persist as long as Russia's leadership remains highly assured in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing lives and land but avoiding a complete military breakdown until circumstances change in its advantage.
Current Realities
Factually, there are no genuine requirements for a ceasefire. Now, personal considerations are entering the equation: leadership ambitions to mediate resolution and achieve global acclaim, and the government's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the national cause against any plan Kyiv finds unworkable, so that their focus does not switch to internal issues. And although their objective will now be much harder after current events, it remains very improbable that this will change their overall approach.
These conflicting dynamics are influencing discussions.
Conclusion and Outlook
It took a only one week to terminate the suggested clauses of the latest plan. Assertive and inconsistent approach of the matter by US administration, pushback by Ukraine and the other European countries, along with pacifying measures of negotiators, and finally, recent disclosures, all served their function.
While new initiatives based on established approaches are imminent, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are rooted in Kremlin requirements and show certain reluctance to change the course of events, if they stand together and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the predictable period, mainly require continued Western support.
