Sheff Wed Deals with Serious Challenges, Declares New Football Authority

'We will play a key role in football's future' - newly appointed regulator the regulator's chair

The Championship club's current difficulties constitute a "serious issue" and the football regulator is seeking powers to investigate clubs in such situations, the newly appointed chairman David Kogan has stated.

In a wide-ranging interview, the chairman, who was named to the position this week, showed understanding towards supporters of the Owls.

Kogan met with four fan organizations associated with the football team in recent days.

The team have been struggling on and off the field in 2025, with the club failing to pay players on time on several different times, including in the autumn.

"Obviously the club has become a serious issue for football authorities and a substantial concern for English football," Kogan told.

"Wednesday stands as one of the iconic names for the English game and this week we have met fan representatives.

"We are seeking authority... which will permit us to bring the club and similar situations referred to us if they need to be investigated and dealt with."

Monetary Issues and Proprietorship Status

Wednesday's embattled owner the current owner indicated in the summer he would be open to selling the club at Hillsborough, but he has failed to complete a sale with potential new owners.

Missed wage deadlines on time in March and May resulted in restrictions being imposed by the football authorities in mid-year, blocking the team from conducting any transfers or loans for the following recruitment periods, although those limitations were removed in late summer.

Authority's Position

Kogan said: "Our role exists to serve the supporters of Wednesday, other clubs in similar situations where supporters are loyal to a community organization that has represented their community in many cases.

"I fully appreciate the club's situation, as I do for every team that in modern times have encountered failure, or approached financial ruin, for factors unrelated to the followers."

Questioned about whether the oversight body could require an owner to sell a club if they are judged inappropriate, Kogan said: "If your question is 'would we intervene in the final instance?', the response would be once we gather the evidence and comprehend the circumstances, we will."

But the regulator clarified that requiring chairmen to relinquish clubs would be viewed as the ultimate measure and the authority would rather to collaborate with owners.

"The last thing what we want to do is start getting involved with an specific team, an individual owner, without being able to work with that proprietor to address the problems affecting the organization and the chairman's encountering," the chairman stated.

"However, realistically, when you examine the past of the sport, over the last 20 or 30 years there have been some owners, few in number, but particular people who have shown negligence in the approach they have taken toward their teams and eventually decline to assume obligation for the long-term prospects."

'Errors may undo substantial development'

Kogan met with officials from numerous teams to explain the responsibilities of the regulator on Wednesday and insisted it was a "proactive meeting" with a "significant participation" from the National League to the Premier League.

"The role holds considerable importance, because if we get it wrong, if the world of football gets it wrong, the significant advances achieved could disappear incredibly quickly," the regulator warned.

"And that's what nobody wants in the terms of English football is a huge success story - we must maintain momentum.

"There's an enormous amount of money entering the sport and has come into football for the past two decades, because there are no assurances it will continue to come into football, which is among the factors explaining I think we have to adopt a precise perspective on potential dangers and naturally, of the next two or three years."

Premier League Concerns

Elite division representatives objected to the creation of a regulator because of concerns about detrimental effects on the Premier League's sporting equality, but the regulator stated: "I completely endorse the achievement and development as an commercial operation of the top division.

"I of all people understand the apprehension regarding damaging the Premier League as a premium product of this country. But concurrently, if you engage with division representatives after the recent gathering, they would have had a significant degree of comfort -and, indeed, they have been advising us privately they have a high level of reassurance."

Political Connections

Kogan is still facing a "comprehensive investigation" by the public appointments commissioner after he acknowledged providing funds to the political party in 2020.

The 68-year-old provided financial support for Culture Secretary the politician's campaign, along with that of the government leader.

"I have fully disclosed my former ideological connection [with Labour], and that ideological connection terminated the day the parliamentary committee confirmed my selection," the regulator explained.

"I currently have no participation in any sort of politics."
