The UK and US have announced a landmark trade agreement that will ensure no duties on British drug exports entering the American market.

The Terms of the Deal

As part of the deal, the UK has pledged to raise funding on drugs through the NHS. This commitment ensures that import taxes on these key exports will be held at zero for a period of three years.

This development is in response to earlier statements to hike tariffs on branded drug imports, with potential rates discussed up to one hundred percent.

"This arrangement with the United Kingdom strengthens the global environment for cutting-edge drugs and introduces much-needed balance to U.S.–U.K. medicine commerce," an announcement noted.

Economic Impact

Pharmaceuticals represent one of the the United Kingdom's largest export categories to the United States, which is clearly the biggest market for leading companies like GSK and AstraZeneca.

Statistics show that in the one-year period to the end of last September, the UK sold medicines valued at £11.1bn to the US. This value accounted for nearly one-fifth of British export trade in that period.

"This agreement secures employment, boosts investment and paves the way for the UK to establish itself as a global hub for medical research," a government official commented.

Detailed British Pledges

The pact entails several key changes from the United Kingdom:

  • Price Threshold Increase: The UK will lift the affordability limit at which it deems new medicines to be unaffordable by twenty-five percent.
  • Higher Drug Budget: There is a target to raise total NHS spending on medicines from 0.3% of Gross Domestic Product to 0.6% over the following ten-year period.
  • Rebate Cap: The amount manufacturers must return to the NHS to control costs will be restricted at 15%. In the past, repayments topped 20%.

Recent Tensions

This agreement takes place against a protracted dispute between the drug companies and the ministers over drug pricing and regulatory access.

These tensions were heightened by assertions that US patients were paying several times more for the equivalent treatments than patients in the UK and Europe.

In recent months, several significant pharmaceutical investments in the UK have been delayed or abandoned, while major funding commitments have been pledged toward US facilities.

One official stated that the NHS needed to increase expenditure on treatments, noting that its expenditure on drugs had decreased as a percentage of its resources over the last ten years.
